But at the end of the day, the Mayor asked the city council to vote on putting over $2 million towards a super-fast EIR that will either keep the Chargers in San Diego (maybe) or be used for an MLS/SDSU stadium if the team still decides to leave.

This doesn't save the Chargers. In fact, it doesn't make the situation any better than it was yesterday. However, what it does is not make things worse. A majority "No" vote would have arguably killed any chance of an NFL stadium getting built in San Diego.
