First Round Report Card - Neil Hornsby
The Chargers are currently rotating Ingram and Larry English with starters Jarret Johnson and Shaun Phillips, but I’m not sure why. In this configuration against the Vikings, the only pressure he got was a hit on a stunt. In addition, he managed a ridiculous penalty for running into the returner on a punt and another for a face mask when Christian Ponder shaped to avoid him in the open field.

The new rule comes with stipulations that are in near perfect sync with Brown's rehab schedule. A player designated to return won't be able to practice until after Week 6 and can't play until after Week 8. Brown broke his ankle on Aug. 18 against the Dallas Cowboys and is expected to need eight weeks to rehabilitate the surgically repaired joint.

The San Diego Chargers are set to announce later today that Vincent Brown will be placed on the Reserved/Injured list, but will be the team’s "Designated to Return" player eligible to come back later in the season.
