There is a growing belief inside league circles that the NFL and NFL Players Association will have an agreement in place that can be ratified during the July 21 league meetings in Atlanta, according to sources familiar with the state of negotiations.
As one NFL owner said this weekend, there's "no reason to believe it won't get done."

Its really hard to believe that the rookie cap is a major sticking point for the Players
As far as I know they are only talking about impacting a portion of the first round. And the cap probably shifts money from those few top choices to the rest of the rookies and to the rest of the NFL players. It seems to me that the super majority of players would say "HECK YES!!!!" "Take some of that Jamarcus money and give it to the journeymen NFL player who has paid his dues."
