Based on my "analysis"
That 1st round picks that wash out with other teams make up a large number of 3-4 DEs. This makes sense, sort of.

why a second?
i thought the chargers would receive the same pick that travis was drafted in, which was the first round.

are first-round protected. Stephen is correct, the Chargers would get a 2nd. I doubt he signs elsewhere.

yup. For 1st and 2nd round picks, original round tenders will get a 2nd and 3rd rounder respectively.

Is it kinda early
for news of this guys tender to drop? Whats the deadline for the teams to apply the tender, and when is the deadline for the player to sign it?
And if it is signed can it be revoked before the start of the season?:

Is the deadline to submit tenders. April 15 is the deadline to sign them. If a player has not signed a tender then the team can revoke it.
Theoretically, a team could release a player after they have signed a tender and without a cap, I’m not sure what penalty that would have since the contract isn’t guaranteed until the start of the regular season.

Anyone think he was out of place at NT?
I never liked him rotating from DE to NT last year. If he can stay healthy he might be a cheap fix at RDE and they can draft a high round NT like Williams from Tenessee or that huge DT from UCLA (can’t remember his name). Cesaire is a rotation guy, not a starter. His success came from his high energy, short bursts in substitutions.
Just a couple of things
I believe Ian Scott was the primary NT at the end of the year and if Johnson rotated in there it was because they were so thin (Williams, Bingham and Nwagbuo would all have played NT ahead of those two).
I’ll agree with you on Williams, he’d be nice, but I don’t think he’ll be there at #28.
That “huge” DT from UCLA is actually not that big. He’s only 6’1, which is pretty short for an NT and he has trouble against double teams and against the run. He’s not a good fit for the 3-4. Also, he should end up going higher than Williams, but to a 4-3 team in need of a Warren Sapp-like pass rusher.
