What is the NFL coming to?
Basically, I think they play Monday Morning Quarterback with these. Any hit where the contact itself results in a concussion will end up being a fine. Not sure if that’s the right or wrong way to go. The hard part is that you really want to punish the guys that had malicious intent to injure a player. However, since you can’t judge a person’s intent the current regime figures that if the hit caused an injury, then you might as well fine the hitter.

Standard operation procedure. Even if you know you’re guilty, you appeal the fine. Usually they’ll reduce the number a little bit and you pay that.

It basically a lawyery union thing
If they don’t make it hard for the NFL to fine guys (in this case “making hard” is making the have to deal with the appellate process), then the theory is that the NFL will hand them out willy-nilly (technically speaking). So, they fight every one just to keep the NFL in check.
